slit the jeans, and rub edges of slit with blade of sissors. Or you can get worn spots with sandpaper, or a sander. Either are pretty good, but I find the sandpaper works well for controlled holes, that don't come off fake looking.

use bleach heavily on the spots u want to make holes.
or, use a razor blade and make a clean small cut or design; after a few wash, the holes will enlarge.

dont ever use scissors
maybe a razor blade works good and then fiddle with it so that it would look like you bought them like that
