I feel that skirts tend to either look kind of cheap or trashy if they are tight and short, or they are simply just the ordinary jean skirts that are not necessarily sexy.

It's for the illusion of pockets without really having hem. Some people like the look

1) Helps the sewing crew in the factory put in the pocket and have it lie flat.
2) Helps the fitter who may accidentally pull the pocket open a bit when fitting, resulting in overfitting and a bump in the line.
3) Some guys, like some women, won't use pockets because anything in them "spoils the line" -- those who want to use the pocket can just clip the basting.
