Something like that might be hard to find exactly (mostly trying to find the red with gold shimmer fabric, although it does sound nice) Here are some things I found that I thought were nice.
Forever 21 has always been my go to place for casual dresses, I have never been disappointed.

I bought a dress very similar to this one last year for my graduation and it was awesome. I felt great and I got so many compliments. You can never go wrong with a red silk dress:

As far as shoes, when it comes to dressy shoes, they tend to have some leather pieces. I did come across a Vegan line from Rocket Dog, and they have some casual dress shoes if you're interested:

As a side note for the future, Natalie Portman has a line of Vegan shoes coming out very soon, although they are apparently about $200 each. In an interview she said that all her shoes are from Stella McCartney and Target, so I would check out Target's shoe collection, as some of the shoes are supposed to be animal free.
