i am the excact same way! except im shorter and way like 10 pounds less, which i wish i didnt.. im around a 32aa-a, im not sure my EXCACT size yet because in a 32a padded bra i look pretty big and it pushes them up a little but just like you i dont think i have quite enough to push up. so then in that bra i look at least like i have something but all natural i look like the chest of a 5 year old (by the way im 14 going on 15). and i cannot get cleavage like when i push them together i just get half my boob then this like wrinkle of skin inbetween. and im also really skinny too. Ok, so enough rambiling on about me....
The wearing a bra that is bigger that your actual size IS a good idea if your wearing non-low cut tshirts,sweaters, and longsleeved shirts. and a good idea that ill pass down to you is to actually put the inserts in your bra to fill up the cup space that is a leftover result of wearing a bra to big and wear a tight fitted shirt but when you do it do not use a padded bra; thats just overkill. when you do this its perfect because if its just a regular scoop neck and non-low or v-cut shirt.. itll make it look like you have a chest without actually having to show the cleavage to prove it. oh and when it comes to what type of inserts to use i suggest silicone ones my cousin got them for me and they work good they are practically the same thing plastic surgeons use for implants. as for colors they come in nude or clear and they actually feel real, and not like sorta real but like Extremly real! and there not pricey either they are like $25. (and nothings too expensive for a confidence booster ;] ) - so basically if you use that tatic all year long you'll have people fooled and your breasts looking bigger.
But, then the trouble comes with tanktops and swimsuits.
Ok lets start with tanktops- do not go for a vcut, no matter how cute it is you'll just end up being dissapointed in the way your chest looks. (im not trying to be mean but im in the same position and i learned from experience) . just look for ones with a striaght cut top or a scoop neck. because if your under a B then its impossible to show cleavage in those types and your not expected to anyway because of the way its cut/styled. also go for white and other light colors when looking for tanktops or camisoles. white and light colors make your chest look bigger.
Alright now for swimsuits.
if you have a small chest its basically impossible to show cleavage or look bigger then you actually are beacause its not like you can wear inserts or anything espically since in a bikini theres a chance that they will pop out or fall out. and unlike a bra you can't wear a swimsuit thats a size larger in the chest than you need because instead of it making you look bigger like how it does with a bra it'll do the reverse effect and make you look even more flat because itll fit too loose... so since a swinmsuit is hard to show cleavege and make you look bigger then you actually are its best to make what you actually have stand out more.. for this try to wear: Bold colors that pop!
Oversized prints&patters add curves too!
for a bikini try a : Twisted Tube Top, the heart shaped top creates the illusion of curves,and the twist in the middle adds cleavage without padding!
hahaha im sorry my answer was so long i was just trying to give the best information i could and not one of those "just wait, let nature take its course blah blah blah" answers lol.
but i wish you the best and i hope that you have some luck with the information i gave and who knows.. you might even grow(i hope i do) and not need these tips anymore :P. and if your tired of being such a slender skinny build, personally i think my body is disgusting im 5'1 and like 90 pounds.. dont eat alot of fattening foods, gain muscle mass you'll look toned and gorgeous.
